Definitional Mission for the Romanian Power Sector

CLIENT: USTDA (with Termoelectrica, Transelectrica, Petromedia & others locally)

WORK SCOPE: The U.S. Trade and Development Agency awarded U.S. Power Consult a contract for a Definitional Mission to Romania to evaluate various proposed projects for new generation, CHP, T&D, automation, chemical, gas, and petroleum processes.

SERVICES PROVIDED: USPC staff conducted various assessments in Romania on: system analysis, potential exports of U.S. equipment and services that could be utilized in project implementation, and priority of the proposed projects relative to the needs of the host country; potential risks of the proposed projects; financing possibilities of the projects; and likely sources of financing. USPC met with key government officials, resident representatives of development agencies and international banks, resident consultants, and potential private sector project sponsors, to obtain input and conduct reviews of proposed projects.

Nineteen (19) projects presented by various private and state organizations were reviewed for further development. Some of the projects reviewed included: Least Cost Plan Development Study for Termoelectrica Capacities; EU Environmental Norms Alignment; Technology Transfer to Use Romanian Ash and Slag for Infrastructure and Construction Works; Generation Capacity Upgrades for Competitive Market Participation; Thermal Power Economical Operation Survey; Repowering of Buzau District Heating Plant with 8-30 MW Power Units Plant; 100 MW New Petromidia CHP Plant; Transelectrica S.A. Entry into the Romanian Telecom Market Study; Substation Control and Automation Study; Regional Power Exchange Project Study; Modernization of Electricity Distribution Network (12 items); Rehabilitation of Steaua Romana Refinery; Petrotrans Pipeline System Upgrade; Delayed Cocker Project.
